The "sticky" state makes no sense. Change the currently "sticky" tickets to "active".

They are meant to avoid the administrative overkill of changing the ticket state.
- 1 year, 8 months ago by Luc Saffre about #1496 (Remove the "Sticky" state) : I reopened this ticket because while trying to tidy up in Jane I realized that being sticky should actually be a state. Now I would love to discuss with myself seven years ago when I decided to remove this state!
