#3234 (Add buttons for quickly assigning a ticket to another user)

Kurzbeschreibung

ATM we have "assignToMe" so that you can take a ticket if it is not yet taken. That's not enough. Move the combobox to the last taqb and replace it by a virtual field "Assign" which looks a bit like the Workflow field but with users instead of states. Show only users who are subscribed to the site of the ticket. Clicking on a user would simply assign the ticket without any confirmation.

I quickly opened and fixed #3486 knowing that Taavi just started to read the Developer Guide.
