#4197 (When use_dashboard_layouts is False, React still uses dashboard_layouts)

Résumé
The only difference at the moment is that quick links are also displayed by admin_main.html (which is correct). But when use_dashboard_layouts is False, Lino should use the classical dashboard. ATM it always uses the new dashboard in noi. It should not test on len(system.DashboardLayouts) but on plugins.system.use_dashboard_layouts.
