#4491 (React doesn't work without the "users" plugin)

Summary
Example: lino_book.projects.events. Change the settings.py file to use react as the default_ui. And then runserver says "AttributeError: AttrDict instance has no key 'users' (...)"

It was one of my change that introduced the bug. I fixed the issue now. It was my mistake to NOT think it over that the users plugin might NOT always be there.

Having React front end also work for sites without authentication is rather an academic exercise, nobody pays us for doing this. Do it only when this change will make Lino more elegant. I wait for this (patiently) before adding screenshots to the [url dev.lino-framework.org/specs/events/...
