All TIM customers have a common product "TIM". And unlike other products, a service report for TIM sites should not include tickets on other sites. So we need an option "This ticket is interesting for other sites as well". Or rather simply exclude private tickets of other sites from service reports. But then we need a way for making tickets non-private when they are in a private project: remove the "or project__private" in queries, and a new rule in Ticket.full_clean: when the project is private, then the ticket will also be private.
