I mean if a setting exists on settings.py as well as on lino.ini, in such case, which setting should take precedence. From the perspective of a site administrator, the lino.ini should take precedence. I am not sure ...

In site.py, we pass in the PLUGIN_CONFIGS[plugin_name] dict into the Plugin's __init__ method. and in plugin.py , on the Plugin.__init__ method it calls configure() before on_init()
