#5579 (Plugin.get_migration_steps() can't work)

At least google plugin migrate_from_lino_xl_23_9_1() can't work because it defines a create_users_user() that works only for a noi application. Other applications have different fields in the create_xxx_yyy() methods of the restore.py script.
