Hm, now this command is getting a bit silly. We could add an option "-s" (--with-collectstatic) to buildcache and get rid of buildsite again.

It also no longer touches settings.py because that was too much of magic. It runs only the three commands collectstatic, buildcache and help. Actually if I remember well, pm buildcache did this in the beg...
