Résumé
With the current implementation we must create a Partner instance in order to verify whether a VAT number is valid. Also we need more flexibility because of Peppol.

So...

It provides validation and formatting for VAT numbers of many countries of the world. and not only for VAT numbers. Wow! And we actually were already using it because django-localflavor depends on it.
