#6033 (Optimize the interface for system tasks and site actions)

Résumé

Where to put actions like "Rebuild site cache", "Check all data" or "Forget the blocked ipdict entries". Some of them are on the SiteConfig model but actually we can simply implement them as system tasks. Generalize what we are doing with the CheckPeppol action. Also a play action per data checker to run only this test. What about options for these actions? For example checkdata can run either with fix or without fix. How to specify this via the web interface?

Also I cannot cancel a task once it has started to execute. Is there a way connect to the systemd journal directly?
