#6051 (Add polls plugin to Noi)

Résumé
Add an attribute with_polls to lino_noi.lib.noi.settings.Site, add the polls user roles to noi user_types. Activate the option in noi2 and add doctest snippets in book to show the new demo data. Adapt the test suites.
In a second step, extend polls so that the answer to a question can be any generic foreign key.
