It seems to be an old problem in Quill. If it is true what zozoh writes ("The key reason is that Quill uses \n to generate a new paragraph, so it doesn't have an elegant way to identify <br>"), then the u2028 character looks like a solution. After reading this discussion and this PR. I am indecisive about what to do with the problem at hand.
