#6468 (ChangeStateAction and refresh_all)

Kurzbeschreibung

An action request can set the flags "refresh" or "refresh_all" (or both). The original meaning was

  1. "refresh" : also other fields on this database row may have changed
  2. "refresh_all" : the position of this row in the list of rows may have changed


This approach is maybe too simplistic. For example a ChangeStateAction doesn't actually know what to answer.
