For the Stewards site (patrols1) we probably will want to have web_front_ends = [(None, "lino_react.react"), ('public', "lino.modlib.publisher")], in other words the default is react and publisher has a prefix "public". This caused links in the footer to lead to the admin page.

Yes, when you don't specify an explicit memo.front_end in plugin options, then memo uses the kernel's primary_front_end, which as default value.
