#6954 (Notifications in Patrols)

Summary
In Lino Patrols we want Lino to
(1) automatically send reminders about upcoming calendar entries to each participant
(2) Notify each member of a calendar entry when a new member joins or when a member leaves (or when anything else changes)
(3) send emails to motivate the users ("We didn't see you for a long time", "Thank you for having participated in 3 events during a week", etc)

And if (2), shouldn't we do the same for the user welcome email?

TODO: review the content of the email.
