#6993 (Add more useful information to the maintenance page)

The content of the maintenance page should be locally configurable. But I do not yet have very clear ideas how to get there.

But most of our customers do not use the publisher plugin. Maybe we should reimplement the concept of SpecialPages in a different way? To be meditated.
