An action on courses.Course which does almost the same as inserting a new ticket, but additionally ceates a wish (deploy.Deployment) which links the new ticket to our activity. One possible implementation is a dialog action with the same fields as insert_layout of Ticket. That sounds a bit redundant. To be meditated.
