#6932 (uploads.Upload is now PrivacyRelevant)

Summary
In Patrols we want users to decide whether a file they have uploaded is visible to other users or not. And I thought that this actually makes sense for all other applications as well. That's why I modified the modlib plugin. Or am I wrong?
