Small shop owners in BD have no obligation to submit an annual accounting report to the tax office. They simply look into their bank app when they want to know how much money they have.

When the phantom users has email they will get notifications on those emails. I don't want to fill the phantom users email field with real users email because I want have the email field unique. I think we should leave emit_notification as efficient as possible, that's why I'd prefer it to *not* look up the authorities if possible.

When a citizen buys a product item from a reseller, then this is a purchase operation for the citizen and a sales operation for the reseller.

But here the shopping cart is called "Ordering cart". And the ordering cart may create multiple orders to suppliers.
NB: the current "orders" plugin should get a better name.
